Floyd Office of Elections encourages voting for April’s Special Election
As of Tuesday afternoon, about 570 Floyd County voters had cast their ballots early, according to Floyd Registrar Sarah Akers Campbell.
The Floyd County Office of Elections is encouraging everyone who is eligible to vote to do so in the Special Election set for April 21. Community members can complete or update their voter registration online until April 14.
The upcoming election revolves around congressional redistricting rules, which currently allow the Virginia Redistricting Commission to re-draw district lines once every 10 years.
Virginia Department of Elections (VDOE) explains, “The proposed amendment would give the General Assembly the authority to redraw one or more of Virginia's congressional districts before 2031 in limited circumstances. In the event that another state redraws its own congressional districts before 2031, without being ordered by a court to do so, the General Assembly would then be able to redraw Virginia's congressional districts. The General Assembly's power to do so would continue until Oct. 31, 2030, and the Virginia Redistricting Commission would reassume the responsibility of drawing the congressional districts in 2031.”

Ballot question: Should the Constitution of Virginia be amended to allow the General Assembly to temporarily adopt new congressional districts to restore fairness in the upcoming elections, while ensuring Virginia's standard redistricting process resumes for all future redistricting after the 2030 census?
The VDOE website further explains that a “yes” vote “would allow the General Assembly to redraw Virginia's congressional districts, since other states have done so, in addition to giving effect to the proposed district map in time for the 2026 Congressional elections, and return the responsibility of drawing the congressional districts in 2031 to the Virginia Redistricting Commission.” A "no" vote would leave Virginia's current districts in place, and the Redistricting Commission would remain on the 10-year schedule, re-examining district lines in 2031.

The proposed district map, which has been approved by the General Assembly, expands District 9 (where Floyd County is located) along the northwestern border of the state, effectively grouping Republican-leaning counties into one district.

Paul Kitchen, who serves as both chairman for the Floyd County Electoral Board and as director for the Southern District of the Virginia Electoral Board Association, said every citizen legally eligible to vote should do so to ensure every possible voice is heard. He added, “Any redistricting could have an effect on future election outcomes.”
Kitchen noted that Special Elections are run in the same way as any other election with the only difference being their timing and, oftentimes, voter turnout.

“Typically, the Presidential election gets the highest turnout,” Kitchen said. “So far, the early voting turnout [for the Special Election] is quite good. I think that the electorate is taking this election seriously because of the high media coverage about the amendment.”

Early Voting Details and Important Dates:
Early voting is now open at the Floyd County Courthouse (100 E. Main St.) in the Office of Elections. Hours are from 8:30 a.m. until 4:30 p.m. Mondays through Fridays, and from 9 a.m. until 5 p.m. on Saturday, April 11, and Saturday, April 18. Curbside voting is available in the Courthouse parking lot for those who need assistance or are 65 years old or older.
- April 10 — Last day to request that a ballot be mailed to you.
- April 14 — Last day to register or update your address to vote a regular ballot for this election.
- April 18 (Saturday) — Last day to vote early in-person at your local voter registration office.
- April 21 (Election Day) —Vote at your polling place. Polls are open 6 a.m. to 7 p.m.
