Town Council to appoint interim member
Council is expected to appoint an interim member at its Feb. 5 meeting to fill the vacancy left by Paul LeMay, according to Town Manager Morris. LeMay resigned his seat on Dec. 18, 2025, and said he’s “going to be doing a lot of traveling” so “it’s a good idea that I turn it over to someone else.”
The Town of Floyd is in the process of establishing a new Small Purchase Procedures Policy for projects, including the construction of the new Public Works building, which will be located at the back of Warren G. Lineberry Park.
Town Council examined an initial draft of the updated policy at its Jan. 15 meeting and decided to move forward with one part while continuing to work on the rest of the details in order to ensure a competitive bidding process is included.
Council voted to authorize Town Manager Andrew Morris to obtain quotes for “professional services,” such as project design and architectural services, that total up to $80,000. Due to its size, state Code allows the Town to obtain individual quotes instead of issuing a formal Request for Proposal, Morris explained. He will still have to bring those quotes to Council for approval, and he noted it should be significantly less than the $80,000 cap.
Morris said that the unanimous decision by Council gives the team more time to work through the details of the policy while still being able to make progress on the design work needed for the Public Works building site.
Morris said last week that the plan is to hopefully have the building complete by the end of 2026 and ideally keep the total cost of the project under $400,000. He said some adjustments might have to be made once cost estimates are received.

LeMay, who lost his Council seat by one vote in 2019, said the Town team has a “dang good Council” and that he enjoyed being back at the table. His resignation was effective Jan. 1.
Mayor Will Griffin said he and the rest of the Council appreciate what LeMay has done. “You’ve been a good representative of the community,” he added.
Vice Mayor Chris Bond said that LeMay has been both a good councilman, a good neighbor, “and a good friend.”
Council is required to fill the vacancy within 45 days, and two candidates have been interviewed for the position: Lisa Thompson and David Whitaker.
Thompson ran for a Council seat during the November 2025 election, but the two positions were retained by Chris Bond and Bruce Turner. Whitaker previously served on Floyd Town Council from the beginning of 2019 to the end of 2023.
The meeting on Thursday, Feb. 5, will begin at 5:30 p.m. at Floyd Town Hall, 203 E. Oxford St.
